The Unite States gave rise to the Internet, but ranks eleventh in global broadban penetration. Japan and Korea lead the world in broadband penetration and yet neither country dominates the global information an communications industry. The European Union has developed an effectiv new regulatory framework for electronic communications, yet follows bot Asia and the United States. HI

You have mentioned only Korea and China. There are other Asian Tigers waiting to roar. Broadband penetration in India is set to Boom.
Its basically because we have the late movers advantage.Plus thanks to outsourcing, we have exposure to whats happening right and wrong in the erstwhile leading markets. This gives the planners , the government, the corporates to pick and chose the best options available. Thanks to Chinese hardware manufacturers Huwaie and ZTE, India should be looking to a massive rise in Teledesnsity and Broadband penetration in near future!!
